A Home for Every Veteran

Established in 1985, VNEOC opened its first housing for homeless Veterans in 1997.  In the fall of 2001, VNEOC opened “The Veterans Campus” in Haverhill, Massachusetts, adding twenty-five VA Grant Per Diem housing units.  

 

FAQ’s

Does my veteran status hinder my housing opportunities?

The Veterans Northeast Outreach Housing department has multiple housing opportunities, many of which are open to all veteran statuses.

Does your housing have income restrictions?

Though some of our units have income guidelines, we have a wide range of apartments and rental opportunities.

Can you find me an apartment?

We do not do apartment searches but we do have landlords and realtors who work closely with us and are constantly updating us with their vacancies.

Housing Programs

Currently, we operate twelve properties throughout Essex and Middlesex Counties that provide affordable housing for Veterans. We are currently looking to add living spaces to provide more affordable housing units for as many local Veterans as possible.

Temporary and Transitional Bed Program (Massachusetts)

This 30-90 day transitional program is meant to help homeless veterans successfully achieve permanent housing.

HUD SHP

VNEOC, along with HUD and the North Shore Continuum of Care (COC), works to offer 26 Permanent Supportive Housing units for chronically homeless individuals.

This case-managed program is an effort to reduce homelessness by allowing clients a successful reintegration into supporting a household utilizing financial literacy and other supportive services as needed.

Grant Per Diem (GPD) Bridge Housing Program

VNEOC’s Grant Per Diem (GPD) Bridge Housing Program will be coming to an end September 30, 2020. After an unprecedented 18-year run, our organization has been able to provide positive outcomes and housing placements for hundreds of veterans in their journey towards independent living and better quality of life.

We could not have been successful without the dedication and support of our Program Staff, the Bedford VAMC, VA Program Liaisons, and so many partners at the local level that provided veterans with a pathway to permanent & sustainable housing situations. We thank you for your unwavering support to the local veteran community and VNEOC’s housing programs that currently serve over 175 residents here in the Merrimack Valley and the Bedford VAMC.

Transition in Place (TIP)

The TIP Program was established in Methuen & Lawrence, MA in 2018. We strive to provide a positive, self-sustaining, physical and social environment where Veterans start their transition to permanent housing while living in one of our apartments.

Veterans in the TIP Program work on securing employment and education, achieving financial stability, maintaining long-term sobriety, achieving their mental and physical health goals, and establishing an independent, self-sufficient, and successful lifestyle. It is expected that Veterans will transition-in-place in approximately 6 to 12 months by taking over the lease of the apartment they are already residing in.

TIP is transitional housing  with a maximum stay of 24 months. Extensions may be granted after 12 months on a case-by-case basis. As Veterans assume responsibility for the housing and program services end, the units are replaced to continue providing the service to other homeless veterans.

  • Units are for the individual and/or family receiving services.

VNEOC offers 200+ apartments of affordable, subsidized, and market-rate units. These apartments are primarily located within the Greater Merrimack Valley. VNEOC is constantly striving to build new connections with Landlords in order to offer even more opportunities to our clients.
